Our Story

Nikolis R. Smith
Founder and President

Nikolis is a former government executive and seasoned diplomat, having served at the U.S. Department of State, with over two decades in the foreign affairs arena and expertise in public policy spanning the U.S. and the Asia-Pacific. Prior to founding StratAlliance, he was the Director for International Partnerships at the Office of the National Cyber Director (ONCD), where he led international cyber engagements at the White House.

Having spent a significant portion of his life in Asia, he is proficient in Mandarin and Japanese. Nikolis received a Master’s in Global Studies from Sophia University in Tokyo, Japan, and holds a Bachelor of Arts in Political Science with a Minor in Mandarin Chinese from the University of Hawai’i at Mānoa.

Maxwell Scott
Co-Founder & CTO

Max is a leading expert on the responsible development and deployment of emerging technologies. At Microsoft’s Office of Responsible AI, he led diverse teams through the development and deployment of sensitive emerging technologies, co-chaired the UNESCO AI Business Council, and shaped global norms for ethical innovation.

Before Microsoft, Max served at the U.S. Department of State as a technology policy advisor, representing U.S. positions on AI and emerging tech to governments and multilateral bodies including the EU, ASEAN, and G20. He is a member of the Stimson Center’s Alfred Lee Loomis Innovation Council and holds degrees from Arizona State University and the London School of Economics.
